Joseph Gilbert St. Julien was born on February 22, 1872 in Broussard, Louisiana, the son of Gustave and Helene Roy St. Julien. He attended private schools, St. Charles College, and Tulane University. In 1905, he married Idolie Girouard and they had three children.

St. Julien managed a general merchandise store and taught school in his early adult years. He then entered politics, serving as a representative of Lafayette Parish in the State Legislature, Parish Clerk of Court, and mayor of Lafayette from 1927-1931. He was also president of the local bar association, member of the state constitutional convention, and Appeal Attorney for the Lafayette Parish Draft Board during World War II. He was vice-president of the Parish School Board and was an organizer, charter member, and president of the local Rotary Club.

This collection consists of a journal volume containing his handwritten notes dated 1931.
