Isaac Tobias Hart was born 4 February 1904 in Woodville, Mississippi to Frederick A. and Fannie Jacobs Hart. At the time of the 1927 Flood he managed an insurance office in Lafayette, Louisiana, and took the photographs in this collection to document the damage done by the flood. Many of the photographs were taken in and around Arnaudville and Breaux Bridge. Hart later moved to Lake Charles. He died in May 1981.
